土曜日なので転職活動はせず、メールなども意図的に見ないようにしていました。午前中は子供達と近所の公園へ行き、午後は妻と交代で昼寝をしました。私の方が長く寝ていたと文句を言われましたが…

今日は失業中の日本の健康保健制度について書きます。日本は国民皆保険制度と言って、全員が何かしらの健康保険に入る義務があり、自営業者を除いて通常は勤務先が加入している健康保険制度に入ります。次の転職先を見つけてから退職する人は関係ありませんが、私のように失業期間を挟む場合は自分で健康保険に入る必要があります。その際は下記の3つの選択肢があります。

  1. 自営業者のように国民健康保険に入る
  2. 退職した会社の保険を任意継続制度で延長する。
  3. 配偶者の扶養に入って配偶者の勤務先の健康保険制度に入る
私の妻は専業主婦なので、今回は上記の1か2の選択肢しかなかったのですが、私は2の任意継続制度を選択しました。理由は単に保険金額が安かったからです。国民健康保険の場合は約9万円。一方で任意継続制度の場合は42000円とほぼ半額でした。また、珍しいのですが退職前の保険料約46000円より下がるという現象が起きました。任意継続をする場合は退職前に勤務先が負担してくれていた分も自分で支払う必要があるため、通常は保険料が上がるのですが、今回は下がりました。
これは退職前は標準月学報酬額の約100万円を元に計算されていましたが、退職後の任意継続の場合は組合員平均の月学報酬額32万円を元に保険料が算出されるためのようです。9万円近く払う必要があると思っていたので、なんか得した気分です。

Today I will write about the Japanese health insurance system during unemployment. Japan has a universal health insurance system, which means that everyone is obligated to have some kind of health insurance, and except for the self-employed, we are usually covered by the health insurance system of their employer. It does not matter if you resigned after finding your next job, but if you are going through a period of unemployment like me, you need to join the health insurance system by yourself. In that case, you have the following three options

  1. Get National Health Insurance like a self-employed person
  2. Extend the insurance of the company which you resigned through the voluntary continuation system.
  3. Enroll in the health insurance system of your spouse's employer as a dependent of your spouse.
Since my wife is not working, the only options available were no.1 or no.2 above, and I selected no.2, the voluntary continuation system. The reason was simply that the insurance premium was cheaper. National Health Insurance costs about 90,000 JPY/month. On the other hand, in the case of the voluntary continuation system, the cost was 42,000 JPY/month, almost half the cost of the national health insurance. In addition, although it is rare, it was lower than the insurance premium of about 46,000 JPY before I resigned. In the case of voluntary continuation, the premiums usually go up because you have to pay the portion that was paid by your employer before you resigned, but this time they went down.
Before resigned, the premiums were calculated based on the monthly salary of approx.1mil JPY but in the case of voluntary continuation, the premiums are based on the average monthly salary of 320,000 JPY for union members. I felt like I was luckily getting something out of it since I thought I would have to pay almost 90,000 JPY/month.
